A nice way of starting is posting a link to the initial source material that will be used. For example you could have a logo/symbol/icon etc and then mix it into a design that you create. Another popular method is to start off with a stock photograph and then edit/mix/add onwards from there.
You'll want to list details/rules.

Software (2D only etc)
Theme
If you leave it open for a 'free for all' your likey to get more participation, but a central location for storing .psd's to be swapped helps.
