I visit a place called www.akheva.com and it's a really good place if you want a forum, but dont' want to host it on your site, or you don't have a site to host it on, but there's one glaring flaw at Akheva.com. It's very hard to edit the color and layout of the board. You're given all the option in quite confusing terms and must rely on a system on trial and error to get anything good to come out.
This is where someone like myself comes in. I have the idea of making a program, that would be downloaded, that acts much like that of the Appearance menu in Windows. You click on a part of the board you would like to change, and then you choose a color to change it to. This is of course easier said than done. I have no programming skills whatsoever and unfortunately have no cash, or other means to pay anyone here. This would be a charity case. I would be eternally grateful but wouldn't be able to pay you back for you hard work.
If you're still interested I have a small mockup (a very terrible, and very quickly done mockup) of what I would want the end result to look like. I'm not sure if anyone is interested pleace contact me in one of the following ways:

I mean for the administrator, where they would be able to go into their control panel, click on the parts they want to change, and then be prompted to change it. Then everyone who visited that forum would see those changes.
